Summary of Question 5

Continue a regional organization for purposes of regional cooperation among municipalities now in Hampshire County.

Rename the organization the "Hampshire Council of Governments."

Allow municipalities to join or withdraw from the council of governments.

Instead of the county tax, assess each municipality at a rate up to .0001 of its equalized valuation, with future increases and decreases limited by Proposition 2 1/2.

Allow voters to continue to elect representatives to the council in the same manner they now elect county commissioners from each municipality.
